Setup NCHL is really three or four different shaders rolled into one: I would recommend low fresnel values, ranging from I don't think you do, but the instructions I followed had me do that. Or is it a model by model kind of thing? You should load all of these, but if you don't, it won't matter, you just won't be rendering with the relevant bits. NCHL is really three or four different shaders rolled into one: That means the overwhelmingly blue ones, not the rainbow ones. At 1, you get no specular, and at 0, your specular is so tight as to be invisible.
